I suspect it is going to go something like this:
- Sleepers have invaded Jove space and shattered their systems. (Hence the green smudge) - Stars exploded. - Now you, oh so brave EVE pilot must go and destroy the sleepers and help the poor Jovians. - In return you will probably get more ships and weapons to make CCPs job of ever balancing the game more impossible (but hey! Shiny stuff to amuse you for a day or two)
Oh, right, the structure. Jovians probably hiding from the sleepers.

So, let us look at the Loki then. The Tengu has 30% less volley but hardly a penalty against the Loki that wants to keep you far away so you can not web it .... but needs to come closer with their longest range weapon.
That is just two ships designed as closely as possible to each other. Not even comparing the Tengu against other gun ships.
So, who does understand balancing then? I don't think CCP does.

Each is different in that they are have two factors but not three or all of them and each has a different combination.
For the most part, much of the design up to the T2 was rather solid in concept. Now they are handing out powerful abilities like being nullified to frigates and .... what the hell is with T3 destroyers?
Looking at EVE one way, you could say it has a balance of predators and prey. Some predators fight over the best hunting grounds but there is still a problem; CCP is constantly giving better toys to the predators and when they hit a point of being too successful, there will be a shift, probably a massive cascade (if they reach it), where miners, industrials and such just unsubscribe, for the most part quietly. Supplies will drop, prices will rise and the whining while hit levels unheard of before.
Then CCP will have the option to either seed all stations with NPC goods that players can just buy or leave it to the players to force the lower ranking predators into taking the roles of prey to keep prices down.

Edit: Seems like every constellation has at least one? I fly daily around in null... and i see those structures in approx. every 4-6 system apart. From my point of view, ive only seen them in systems without stations. I drove Down from hi-sec to Outer regions few days ago, and these structures pops up on overview very often as fast i enter nullsec. Tho i cant speak for sightings in low or hisec. Have them in a low activity system that has a station.
